 For active self protection today is that you protect not punish. So this guy he attacks these people in their car with a gun and they somehow get him to run away and as he is getting away they get into the car and drive over the attacker he died their and the police they get their and the only they have to do is some paper work. As self defenders you must defend yourself not punish them which is what they did and they probably had to pay something for that the police would have eventually cought this guy unless he literally went to another country where they never would have found him but this was just petty thief so I don't think he would have done that and If he did he would still be cought..
