Why do ships have bulges on theire sides

The ships had bulges on theire sides to help from torpedoes. It was something that more or less kept the torpedo at a distance from the actual haul of the ship also it was made up of these airtight compartments The English first used it when they figured it worked they put it on all new ships the only problem was though that it made the ship slower and back than they where already very slow they lost about two miles per hour. This happened until the Japanese figured a sleekr version to put on theire ships.
