According to sun tzu, there are three ways to use fire in the art of war. The first is to burn the soldiers in the camp. The second is to burn the baggage in camp. The third is to burn the baggage trains as they move from place to place. Note do not light the fire when you are downwind. Always have the wind blowing towards where you want to burn things. Using water you can attack the enemy but you cannot take their belongings. Remember one part of the enemy's baggage is worth two of your own.
